Before I go off and hack up ikiwiki to do what I want, as it appears to be the closest existing near-miss, does anyone know about a web-content managment dealie that is essentially a blog engine except for the primary mode of organization: which should be a table of contents, rather than reverse chronological order. I do, however, want an RSS feed as if it were a blog. Also it should permit comments on any page, but not let people edit each other's comments the way (e.g.) MediaWiki discussion pages do. Comments should ideally be inlined into the page.

Furthermore, this needs to work fine under plain old CGI and not require a database daemon (i.e. plain files best, sqlite backend would be ok, mysql is not an option).

I'm in the middle of writing something that should be able to do all that.... ETA some time next century or when I finish grad school.
